Based on the results of the Feb. 9 primary, 37 delegates and six alternates are allocated proportionally to presidential candidates. Candidates must receive at least 15 percent of the vote within each district to receive any delegates. The delegates are selected at congressional district caucuses March 1. At a May 3 central committee meeting, 20 delegates are selected, based on the primary vote statewide. The remaining 10 unpledged delegates are selected from party leaders. In addition, three alternate delegates are also selected at the state meeting.

At congressional district caucuses held Jan. 22, delegates to the state convention are elected. Based on the results of the Feb. 9 primary, 20 delegates are allocated to presidential candidates based on the vote statewide. If a candidate receives more than 50 percent of the vote, that candidate gets all 20 delegates. If not, those delegates attend the national convention unpledged. At a state convention Feb. 16, the 20 delegates previously allocated are elected. In addition, 21 congressional district delegates and three at-large delegates are elected. Three additional unpledged delegates are also selected from party leaders. Participants in the convention determine whether or not presidential preference will be a factor in selecting these delegates.
