What does this PR do?

Update the default Linux Alpine version for our dogstatsd standalone images

Motivation

3.18 has reached EOL so we need to update

3.22 is a bit too recent to update confidently, better wait and see if a patch release comes in the next days

  3. Its configuration does not mark it "erratic".
