User story

• As a developer, when a scheduling error occurs, I want to see a clear error message indicating the reason for the failure so that I can quickly identify and resolve the issue.

Context

The current hierarchical scheduling structure needs clearer error messages. There are two scenarios for allocation failures that need to be addressed.

Acceptance criteria

• Change the error message for manager allocation failures to emphasize that the failure is due to insufficient resource slot capacity.
• Change the error message for agent allocation failures to indicate that the failure is due to fragmentation, even when there is sufficient capacity.
