Description:

• Inconsistent/unreliable placement ordering during bucket creation - should match the order in the sat. config
• No pre-selected placement during bucket creation (e.g. "global" should probably be preselected for most users) - "Global" should be selected by default
• Partner override users are only able to select placement 0, even if other placements are enabled - if there is a mapping for some partner + placement 0 a user fitting that criteria should see both that placement and also any unpartnered placements
