In response to issue 9, I believe paint-order should affect non-SVG text as well.

For some locales like Japan, a desired standard for captions requires a thick stroke outline around the glyph. Specifying the paint order would allow painting of the stroke behind the fill rather than on top, where it could completely obscure the fill.
