What is the issue with the Quirks Mode Standard?

It is not quite clear to me if a "selector that matches the following conditions" needs to match any of them or all of them.
I think it should be reworded to a "selector that matches any of the following conditions" or a "selector that matches all of the following conditions", depending on what's intended here.
