- Frank Mascara was born in Belle Vernon, Pennsylvania. He graduated
from Belle Vernon High School and California University of Pennsylvania,
where he received his Bachelor of Science degree in Education with highest
honors, and was awarded the prestigious George S. Hart Scholar Award
for Academic Excellence.

- Congressman Mascara is a veteran of the United States Army and the
father of four children and grandfather of nine. He and his wife, Dolores,
have been married since 1954 and reside in Charleroi.

- Representative Mascara was a small businessman, accountant, and educator
before entering the political arena in 1973, when he was first elected
as Washington County Controller. He served in that capacity until 1980,
when he was elected Chairman of the Board of County Commissioners. Mr.
Mascara served as Commission Chairman from 1980 through 1994. During
his years in County government, Mr. Mascara served as President of the
Pennsylvania Association of County Controllers, President of the Pennsylvania
State Association of County Commissioners, and Chairman of the Southwestern
Pennsylvania Regional Planning Commission.

- In 1994, Mr. Mascara was elected to the United States House of Representatives
as a Democrat representing the 20th District of Pennsylvania. The 20th
District includes all of Washington and Greene counties, and portions
of Fayette, Westmoreland, and Allegheny counties. He serves on the Committee
on Transportation and Infrastructure and its Subcommittees on Ground
Transportation and Water
Resources and Environment. He is also a member of the Committee
on Banking and Financial Institutions including the Subcommittee
on Financial Institutions and Consumer Credit and the Subcommittee on
Capital Markets, Securities and Government Sponsored Enterprises.

- Congressman Mascara is a former Trustee of his alma mater, California
University of Pennsylvania, and a past member of the Port of Pittsburgh
Commission.
