The Developing Franchise - British Isles


The Franchise before 1832 - England and Wales (5% Adults)


County - Freehold property valued for land tax at 40s per annum.
Boroughs - Scot and lot -inhabitant householders paying poor rate.
Householder or `potwalloper` - right of voting vested in all inhabitant
householders not receiving alms or poor relief.
Burgage - voting rights attached to property in the borough.
Corporation - right of voting confined to the corporation.
Freeman - Freeman of borough.
Freeholders.

The Franchise before 1832 - Scotland


Freeholders with land valued at 40s or owners of land rated at £400
Scots about £35 sterling).
Sutherland vote - extended to tenants of Earl of Sutherland in
Sutherland.
Scottish boroughs voted in groups by indirect elections through small
borough councils.

The 1832 Reform Act (7% Adults)

Borough franchise regularised, right of voting vested in all householders paying a yearly rental of £10, subject to 1 year residence qualification, £10 lodgers (sharing a house with the landlord not in residence).

In the Counties the franchise was granted to 40s freeholders; £10 copyholders; £50 tenants, £10 long leaseholders; £50 medium leaseholders; Borough freeholders could vote in counties if their freehold was between 40s and £10, or if it was over £10 and occupied by a tenant.


The Reform Act of 1867 (and Scotland, 1868) (16% Adults)

Borough franchise extended to all householders paying rates and to lodgers paying a rental of £10, subject to a one-year residence qualification. County franchise extended to occupiers of property rated at £12 a year (£14 Scots) and to those with lands worth £5 a year.


Ballot Act - 1872

Voting by secret ballot introduced and number of voting places increased.

Representation of the People Act 1884. (28.5% Adults)

Creation of a uniform franchise in both borough and counties of the United Kingdom on the basis of the 1867 borough franchise, to include:


- Householders, subject to a one-year residential qualification and payment of rates.
- Lodgers (lodgings worth £10 a year), one-year residential qualification.
- Occupation franchise for those with land or tenements worth £10 a year.

Representation of the People Act - 1918 (74% Adults)

Vote given to all men over 21 and women over 30 if ratepayers or wives of ratepayers.


Representation of the People (Equal Franchise) Act - 1928 (97% Adults)

Vote given to all women over 21.
