Not sure if we have this component, but I was digging into the documentation and I couldn't find anything similar. I'm using ngx-bootstrap and it has this available:
https://valor-software.com/ngx-bootstrap/components/sortable?tab=overview

What could I replace this with if we have it already?

You can try using tiles for it:
https://taiga-ui.dev/components/tiles#vertical
We use it in our reorder component to change order and toggle visibility of table columns:
https://taiga-ui.dev/components/reorder
