Cindy Axne, a Democratic businesswoman who has worked in state government, defeated Representative David Young to serve this district that includes Des Moines, its suburbs and conservative small towns near the Missouri River. A conservative Republican, Mr. Young won by 14 percentage points in 2016, but an energized Democratic base and farmers’ anxiety about President Trump’s trade policies likely worked against him this year.
